Ceasefire "Very Much Alive" (Except for the Fighting)

Perhaps I'm too cynical, but I was not particularly shocked that the UN-brokered cease-fire in Syria didnot, in fact,lead to government forces actually ceasing fire. Especially since the Syrian regime has been bringing up new, additional conditions since Sunday.But mediator Kofi Annan says the cease-fire is still "very much alive" and now the Syrians will withdraw troops by Thursday.

Why am I not optimistic? The cease-fire may be very much alive, but more and more Syrians are becoming very much dead while waiting for it.
